The list is not exhaustive and the current status of the funding programme should be checked with each organisation using the links provided. EU FUNDING SOURCES

EU ENVIRONMENT FUNDING OPPORTUNITIES
The purpose of this section is to give an overview of the current funding opportunities available from Environment DG. Where possible links are also provided to environment related funding opportunities in other DGs of the Commission. Given their specialised nature, actions for nuclear safety have not been included.

EU LIFE PROGRAMME
LIFE, the Financial Instrument for the Environment, introduced in 1992, is one of the spearheads of the European Union's environmental policy. It co-finances projects in three areas:

  • LIFE Nature works to conserve natural habitats and the wild fauna and flora of European Union interest, according to the Birds and Habitats directives, thus supporting implementation of the European Union's nature conservation policy and the Natura 2000 Network.
  • LIFE-Environment aims to implement Community policy and legislation on the environment in the European Union and candidate countries. This approach enables demonstration and development of new methods for the protection and the enhancement of the environment.
  • LIFE-Third Countries concerns technical assistance activities for promoting sustainable development in third countries. This component of the programme supports the development of environmental management capacities, both for our administrative partners outside the Union and for companies and NGOs in those countries.

SIXTH FRAMEWORK PROGRAMME
The purpose of this section is to give a brief overview of the basic features of the Sixth EU Framework Programme for Research and Technological Development (FP6). Based on the Treaty establishing the European Union, the Framework Programme has to serve two main strategic objectives: Strengthening the scientific and technological bases of industry and encourage its international competitiveness while promoting research activities in support of other EU policies. These two objectives are setting the general scene for choosing priorities and instruments. The seventh Framework Programme will commence in 2007.

INTERREG IIIC
INTERREG III is designed to strengthen economic and social cohesion in the European Union (EU) by promoting cross-border (strand A), trans-national (strand B) and interregional (strand C) co-operation. With INTERREG IIIC, interregional co-operation between regional and other public authorities across the entire EU territory and neighbouring countries will be promoted. It allows regions without joint borders to work together in common projects and develop networks of co-operation.

EUROPEAN SCIENTIFIC FOUNDATION
The ESF’s various instruments for promoting European science are open to all members of Europe’s scientific community. Procedures for launching new activities have been tailored to meet the needs of different disciplines and so vary somewhat from Standing Committee to Committee. EU MARCO POLO PROGRAMME
The Programme's objective is to reduce road congestion and to improve the environmental performance of the freight transport system within the Community and to enhance intermodality, thereby contributing to an efficient and sustainable transport system. To achieve this objective, the Programme supports actions in the freight transport, logistics and other relevant markets.

NATIONAL DEVELOPMENT PLAN - NDP
The National Development Plan 2000-2006 will provide an investment of €51.536 billion over the period 2000 – 2006. This publicly funded element will be matched by an estimated €8.1 billion of private investment. A sum of €744 million has been earmarked for the marine sector. THE MARINE RTDI MEASURE
The €51.5 billion National Development Plan 2000-2006 supports a range of Industrial Development and RTDI (Research Technology Development Initiative) Grant Aid Support Schemes. The €5.7 billion Productive Sector Operational Programme, one of four, is designed to support increased productivity throughout the productive sector (industry, natural resources) through supports for RTDI, Industry, Marketing, Agricultural and Fisheries Development. The RTDI Measure provides over €2.4 billion in grant aid and supports RTDI initiatives in the productive sector.

OTHER NATIONAL RTDI GRANT-AID PROGRAMMES
The principle source of national RTDI Funding/Grant-Aid during the period 2000 – 2006 is the €2.47 billion RTDI Measure of the Productive Sector Operational Programme (National Development Plan 2000-2006). INDUSTRY RTDI MEASURE
There are a number of Industry RTDI Grant Aid schemes available under this Measure. They are aimed primarily at the manufacturing and internationally traded services sector and available to high performance start-ups (HPSUs) and companies employing more than 10 people.

SCIENCE FOUNDATION IRELAND (SFI)
SFI provides grants for researchers from around the world and based in Ireland, for outstanding research visitors, for conferences and symposia, and for collaboration with industry. SFI chooses award recipients in the fields underpinning biotechnology (BioT) and information and communications technology (ICT) through merit review by distinguished scientists.

SFI FELLOW AWARDS
• Normally ranging up to €1 million per year for up to five years
• Funding such items as researcher salaries and the necessary research equipment
• Helping Irish research bodies and industry recruit and retain outstanding researchers

SFI CENTRES FOR SCIENCE, ENGINEERING, AND TECHNOLOGY GRANTS
• Normally ranging from €1 to €5 million per year for programme support as well as matching funds for related new buildings
• Supporting research partnerships that link scientists and engineers with their industrial counterparts

E.T.S. WALTON VISITOR AWARDS
• Named after Ireland’s 1951 Nobel laureate in physics
• Normally ranging up to €200,000 per year, including salary, laboratory and moving expenses
• Bringing international researchers to Ireland for periods normally ranging up to one year

SFI INVESTIGATOR PROGRAMME GRANTS
• Normally ranging up to €250,000 per year, with higher awards to exceptional recipients
• Funding such items as salaries for research equipment and salaries for support staff
• Focusing on rewarding great researchers in Ireland

SFI WORKSHOP AND CONFERENCE GRANTS
• Facilitating internationally focused workshops and conferences in Ireland

PROGRAMME FOR RESEARCH IN THIRD LEVEL INSTITUTIONS (PRTLI)
The aim of the PRTLI is to develop a strategic and planned approach by third level institutions to the long-term development of their research capabilities consistent with their existing and developing research strengths and capabilities.

The Programme for Research in Third-Level Institutions was launched in 1998 following the success of a pilot programme in science and technology. The programme provides integrated financial support for institutional strategies, programmes and infrastructure and ensures that institutions have the capacity and incentives to formulate and implement research strategies, which will give them critical mass and world level capacity in key areas of research. To date, €605m has been allocated to third level institutions under this competitive programme for research. Substantial funding has been also been provided from private philanthropic sources who have supported the strategic focus and competitive basis of the programme.

IRISH COUNCIL FOR SCIENCE, TECHNOLOGY AND INNOVATION (IRCEST)
THE IRCSET EMBARK Initiative has a budget of €95 million for both fellowships and a basic research grant scheme across a wide range of sectors. Embark takes a unique approach to funding people and ideas, providing direct financial support for researchers & research students. Its programmes do not target research projects with an industrial or economic focus but instead aim to support researchers in exploring ideas and bringing vision to reality.
The emphasis is on innovative, original and exploratory research, aimed at generating new knowledge and energising Ireland's future growth, development and national competitiveness.

ENVIRONMENTAL PROTECTION AGENCY - ERTDI MEASURE
The Environment Research Technical Development and Innovation programme (ERTDI) is a sub measure of the Operational Programme for the Productive Sector (2000 – 2006). It was allocated funding of €32 million by the National Development Plan (NDP) and is being managed by the Environmental Protection Agency (EPA) on behalf of the Department of the Environment, Heritage & Local Government.

There are four elements to the ERTDI programme as follows:

Sub measure 3: Cleaner Production
Sub measure 4: National Environmental Research Centre of Excellence

FELLOWSHIP SCHEME
The Environmental Protection Agency (EPA) invites proposals for post-doctoral environmental research fellowships of 2-3 year duration. The fellowships will be funded in key areas of environmental research and should clearly provide added value for ongoing research funding either through the ERTDI programme or via other funding sources. In exceptional cases fellowships may also be established to provide further support for recently completed work in these areas. The EPA has also identified specific fellowships, which fall under its Centre of Excellence (CoE) work programme. A fellowship project is also to be established on national activities in the areas covered under the Global Climate Observing Systems (GCOS).

The Heritage Council was established as a statutory body under the Heritage act 1995. Its role is to propose policies and priorities for the identification, protection, preservation and enhancement of the national heritage. The Council has a particular responsibility to promote interest, education, knowledge and pride in the national heritage. It does so by grant aid funding under a number of headings.

HERITAGE COUNCIL - WILDLIFE GRANTS
The objective of the Wildlife Grants Scheme 2005 is to provide grant assistance for the collection of data on: flora, fauna, wildlife habitats, landscapes and seascapes. The Heritage Council will allocate in the order of €200,000 from its National Lottery funding towards the Wildlife Grants Scheme.

HERITAGE COUNCIL - BUILDING AT RISK GRANTS
The Heritage Council was set up in 1995 to help ensure the identification, protection and preservation of Ireland’s heritage. As part of this work, the Council funds a programme of grants for historic structures, called the Buildings at Risk Programme. The aim of the Programme is to safeguard buildings which are at serious risk, but are not yet in a ruinous state. Generally, this means making a structure watertight through works to the roof, rainwater goods, stonework, and windows. A fund of over €1.3 million is made available on a year-to-year basis to grant aid projects. The funding may cover up to 50% of the project cost and can be used in conjunction with grants from other sources. Most grants are between €1,000 and €20,000, depending on the overall cost submitted, but larger amounts may be available in special cases.

The objective of the Publications Grants Scheme is to allow for the publication of high quality information on all aspects of heritage in Ireland and to ensure that this information is brought into the public domain where it may be used, applied and enjoyed. This scheme offers assistance towards the production costs of publications which can be in any medium: print, cassette, video/film, CD-Rom, internet website etc. and can be Irish, English, or bi-lingual. COUNTY ENTERPRISE BOARDS
City and County Enterprise Boards were set up as local enterprise advisory and support agencies. The boards are also grant-giving agencies and may assist suitable enterprise projects that fit into the Boards’ Enterprise Plans. Applicants for assistance may include companies with employment potential of up to ten persons but excluding existing firms that already have a relationship with Enterprise Ireland or the IDA.

LEADER+
Leader+ is one of four initiatives financed by EU structural funds and is designed to help rural actors consider the long-term potential of their local region. Encouraging the implementation of integrated, high-quality and original strategies for sustainable development, it has a strong focus on partnership and networks of exchange of experience. A total of €5,046.5 million for the period 2000-2006 will be spent. LEADER+ gives up to 50% toward projects, 100% for training initiatives and 80% toward analysis and research.

ÚDARÁS NA GAELTACHTA
Údarás na Gaeltachta provides grant aid and support to companies operating within the Gaeltacht areas in Ireland. It works in conjunction with Enterprise Ireland and BIM and administers the various programmes within the Gaeltacht. It provides an attractive financial package for new and expanding business.

GAEL SAOIRE
A recent strategic Údarás na Gaeltachta initiative is the development and promotion of cultural tourism. The Authority's objective is to brand and promote the Gaeltacht areas as very different holiday destinations because of the Irish language, spoken as a community language, and because of the distinctive culture and ethos of the Gaeltacht, reflected in its music, song and dance in areas naturally endowed with some of Ireland's finest scenery. The tourism initiative is being pursued through the effective use and promotion of the brand name Gael Saoire, Holidays in the Gaeltacht. ROYAL IRISH ACADEMY

PRAEGER FUND
The Praeger Fund Committee invites applications for grants, up to a maximum of €1,270 each, for field work relevant to the natural history of Ireland to be carried out in the year 2005. Grantees need not be based in Ireland. Two awards may be made by the Praeger Committee from the P.A. Byrne fund for Freshwater Studies and the Ussher Fund for Vertebrate Zoology. Awards cannot be made in support of undergraduate or postgraduate student programmes, for school projects or for any part of the applicants' professional work.

ACADEMY COMMITTEE FOR ARCHAEOLOGY RESEARCH GRANT
Each year applications are invited for grants for research in Irish archaeology, excluding excavation. The fund is administered through the Academy Committee for Archaeology and application forms may be obtained from the Royal Irish Academy and must be returned by early April. It is regretted that no assistance can be given to research for an academic degree.
